Download and Convert OpenStreetMap (.OSM) Data into Esri Shapefile (.SHP) Format

First Step, Download and Install ArcGIS Editor for OpensStreetMap from Esri's official website. You have to download and install the exact version of ArcGIS Editor for OpenStreetMap as your installed ArcGIS Desktop.

For Example, If you have installed ArcGIS 10.3 on your desktop then you have to download and install ArcGIS Editor for OpenStreetMap 10.3 version.

When the download process is done install the extension just the way you are installing any other desktop application.

Once the installation is done, run ArcMap and check the OSM Editor if it has been installed correctly or not. OSM Toolbox for ArcGIS can be checked through Catalog Window and system toolbox.

Second Step, Now return to the browser and open OpenStreetMap home page. Zoom and pan to your desired area and then click Export Button on the top menu.

Export panel will show up and you could also modify the download area manually using one of the left side bar's command Manually Select a Different Area.

Then finally click Export button. The OSM data of your desired area will be downloaded into .osm format.

Final Step, Go back to ArcMap, Expand the OSM Toolbox and search for "Load OSM File" tool. point to the downloaded OSM file as the input, and specify the output feature dataset location (Output Vector from the OSM toolbox only can be saved into geodatabase so prepare a geodatabase first). Run the conversion after the model parameters are all given. The data will be successfully converted to geodatabase feature classes.

N.B. Please note that this download method only works for relative small area. Using this method to download large area will take decent amount of time and huge memory demand.
